Well if you are talking about C:\Windows, mine is 27.2 GB.
You might wanna run some Windows recovery to check if you deleted something important. But maybe yours is also just smaller. It depends on how old, which version, how many updates etc.

It should be normal if Windows consumes 20 GB space.
It may be due to Older Windows update cache and other Windows Installations.
To Reclaim disk space follow below steps.
- Cleanup below Temp folders
C:\Windows\Temp
%USERPROFILE%\AppData\Local\Temp - Run Disk Cleanup from Select C:\ Drive from Properties- > General -> Disk Cleanup - >Cleanup system files
