I need to develop a overlay on top of every application using WinUI3 and Win32.

Could you please guide me to create a overlay which should appear on top of each and every application.

1. I want overlay as in screen1.
2. Which project should i select for development to create the overlay in the screen2.
3. what is the difference between project 2(first yellow marked) and prject3(second yellow marked) in the screen2.
