Hi there
Can an MS Forms form ask users to upload a file and still be open to external users so anyone can fill it out?

MS forms does not allow for external users to upload files of any kind. This feature to upload is only available to licensed users within the organization. How ever you can redirect user to another external link to upload files. but this will not appear in the saved results excel workbook.
