B2C: Send a "set password link" for precreated local b2c account

Question

I'm using custom flows. I pre-create Azure B2C local accounts (email as username). Currently, I send a mail to the user with the temporary password and the user has to change his/her password on the first login. This works already.

But the customer wants (understandably) that the temporary password is not send plain text in the mail.

So my question is:

Can is send a link to the user which when clicked redirect to a "set initial password" - flow where the user does not have to verify the email again by OTP, instead directly can set the new password?
