O365-E5-Developer-MCT Admin Account has got locked out while activating MFA and Recovery

Problem:

O365-E5-Developer-MCT Admin Account has got locked out while activating MFA and Recovery - hence not able to login or access the O365 Admin Portal or Tenant

Issue:

  1. O365-E5-Developer-MCT benefit was setup via My Visual Studio Benefits
  2. Standard O365 Tenant Activation was done and only a single Admin account was created
  3. Post steps 1 & 2, user logged off for a day or so
  4. On next time login, the system prompted to activate Microsoft Authenticator for MFA
  5. While setting up the MFA, there was loss of internet connection to the laptop and mobile phone where Microsoft Authenticator was installed.
  6. From the backend, the MFA got setup, but the account did not get added to the Microsoft Authenticator App and also when tried to update the recovery phone number and email ID, there was a internet connection loss again, hence even recovery options were not able to be setup.
  7. Result - Admin account is locked out with no way for recovery.
  8. Can authenticate the ownership of the tenant via the MCT Portal Benefit Activation and the O365 tenant owner Microsoft Email ID.

Need Help:

  1. Need to reset / reinitiate the MFA activation for the admin user of this tenant

OR

  1. Help to delete and then recover the O365 tenant profile
