Blue Exclamation MArk on DHCP IPv4 scope

I have Windows 2019 Standard setup with DHCP scope. And was configured under failover configuration with relation to other server in event of main server is down.
Recently, I noticed from the Display Statistics inf of the DHCP scope showed IP leased is full 100% full. So the problem I see that the leased container has less than 10 hosts( laptop/PC) grabbed IP address. understand the blue exclamation mark indicated full leased with no spare IP.

I do not understand why the statistics info of the DHCP scope indicated full while leased container has less than 10 hosts. I tried to restart the DHCP services or refresh it but still got this problem.

Please advise me how to resolve this problem. Thanks.

    Hello @Vince CKL

    This may indicate that there is an error with the ability of the DHCP server to lease addresses (not always that "all are used", but "there are none available" instead). My recommendation is to check if the DHCP Scope has been deactivated for any reason. This is usually the most frequent problem, and just Activating the Scope will resolve it.
