USB windows 10 setup installer, Can't use mouse or click "next" on setup screen

I tried to reset my laptop.
It stalled in the middle of the reset leaving the windows logo and spinning dots.

Surface Tablet
Downloaded windows media creation tool
Created USB installer

Surface Laptop
Configure boot device order to USB storage first
Insert USB 3.0
Start

Windows Setup screen
Language, time, keyboard
"next" button

Can't use trackpad or touch screen to start setup.

    The problem i was facing was to check the terms and condition agreement.
    Firstly, I used tab button to select
    Then i used to ' + ' to check mark
    After that enter.
    Hopefully it will work on all devices

    Hi, please use <tab> 3 times and use <enter> to make the next work. The keyboard would work even if no mouse.

    After the setup the computer should recognize your mouse

    Below List of keyboard shortcuts on a Windows operating system which should help you out to install Windows using keyboard keys.

    Move to the next field on a page -> Tab
    Return to the previous field on a page -> Shift+Tab
    Close the installation wizard-> Alt+F4
    Move to the next configuration step -> Alt+N
    Return to the previous configuration step -> Alt+B
    Move to the next selection in a list -> Down arrow
    Move to the previous selection in a list -> Up arrow

    You can also use Mouse keys Left Alt + Left Shift + Num Lock.
