We have a requirement to develop a portal in SharePoint Online where the size of data to be stored is around 35 TB.
Please let us know how to setup for this amount of data in SharePoint Online along with below features:
• Seamless Search, Performance, Scalability
• Workflows
• Collaboration features

As we know sharepoint site is limit for 25TB , please see this url and consider it.

As mentioned, there are some limits by plan in SharePoint Online, the max storage is decided by your license:
You can purchase an unlimited amount of additional SharePoint storage, see: Add storage space for your subscription

Thank you @Elsie Lu_MSFT .. based on article - https://learn.microsoft.com/en-us/office365/servicedescriptions/sharepoint-online-service-description/sharepoint-online-limits now we are planning to have data of 10 TB which is below 25 TB limit.
Can you explain below point in same article- "A list can have up to 30 million items and a library can have up to 30 million files and folders. When a list, library, or folder contains more than 100,000 items, you can't break permissions inheritance on the list, library, or folder. You also can't re-inherit permissions on it"
Does it mean in a Document library I cannot have more than 100,000 items (folder+files).?
For example if want to create 5000 folders (top level folders) in document library and under each top level folder - create multiple folders / place files which can be of total 100 count. So this makes (5000 X 100 = 500,000) items
So, will this work?
