Windows server 2022 GPO security drop down missing

I have an activated version of windows server 2022 that is fully updated. I was attempting to create a smart card policy, and when I got to turning on the smart card removal policy I realized that the security drop down under Computer Configuration > Policies > Windows Settings > Security Settings > Local Policies > Security Options was missing. So the option to set smart card removal was not there. I figured maybe it was elsewhere but I couldn't locate it. I found other articles referencing missing Dlls for server 2012. I also saw that it showed up under the premade gpo but it is un-useable and gives me an error stating the file path is bad. Any one have ideas, I of course can post whatever is needed.

    I'm able to find it here on a fully patched Server 2022

    I know where it should be sir, that whole drop down is not there
