In Planner, Task creator can add comments to task card, but other users cannot

I am using Office 365 for my organization.
I created a plan in Planner.
After creating a task, I can create and submit comments in the task card.
Other users see all fields in the task card, but they do not see the comments section.

Other information:
When viewing other apps in the O365 Waffle, I do not see Outlook as one of the apps.
