VSS snap delete behavior

Hello All,

When the FS runs out of space, the Shadow copies for the volume are deleted, beginning with the oldest shadow copy. I understand this is the default behavior.
However if we want change the behavior as in if we want to let the user know that it has reached the max snaps or reached the snap allocated space limit and if the user prefers to delete the snapshots, it should be driven by them. Is this possible.

Also wondering why this default behavior is to delete the snapshots when FS runs out of space.
