Surface 3 running Win10 stuck at Other User

In my first attempt using Set up School PCs app, though it appeared successful, upon startup I was presented with "Other User" login.

I followed steps to start in safe mode in an attempt to get to the command prompt and add a user but can't get to the command prompt without a PW.

Starting in safe mode if I enter administrator in user, a PW is still required, some feedback is that it goes give me the configured name I gave the laptop, entering with a blank PW gives, "your account has been disabled. Please see your system administrator".... which is me.

I completely erased the drive before running the initial setup and loaded clean Win10 from the web.

    Hi,

    If you still face the issue that has a Phantom "other user" on the startup screen. This link may be helpful to you:

    If now you see “your account has been disabled. Please see your system administrator”, we suggest to log into the computer using another administrator account and then change the setting.

    1.Click the Power button , hold down the Shift key. Select Restart, it should open the Advanced Boot Options.

    2.In the Advanced Recovery Options menu, click on Troubleshoot > Advanced options > Startup settings > Restart. When your computer restarts and you are greeted with a blue screen with a horde of different options, press the numerical key on your keyboard that corresponds with the Enable Safe Mode with Command Prompt.

    3.Type cmd into the Search bar to open a Command Prompt.

    4.Run the following commands :
    net user /add <name of the user account you want to create>
    net localgroup administrators <name of the user account you want to create> /add

    5.Once both commands have been executed, a new user account with administrative privileges will have been created. Restart your computer, type shutdown /r in the same prompt, and you will be able to login to your new account once your computer boots up.
