Windows client searches slow even though Windows Server is indexed and "This network location can't be included because it is not indexed"

I am posting the answer so others do not waste as much time as I did. My Windows Server Essentials 2016 index was working properly but Windows 10 clients were not using them. If I searched for a file at the server it was instantaneous but clients took forever. The answer is that

\SERVERNAME\Users\Public works BUT \SERVERNAME\Shared Folders\Users\Public DOES NOT.

This will also solve the "This network location can't be included because it is not indexed" error message when you try to add a network location to a library.
