Can someone help me pls..

I have Windows server 2019 Datacenter core licenses for my server. I want to know can i downgrade Win Srv 2019 DC core Licenses to 2016 DC ?

Additionally, can i create a VM with Windows server 2016 std OS if I have only License for 2019 DC ? do i need to purchase Windows server 2016 std Licenses?
