macOS - new AddressList is not showing up in Addressbook

[Note] This thread was originally posted on TechNet. Due to the lock down of TechNet forums, we manually migrated this one to Microsoft Q&A platform to continue the troubleshooting.

I just added an empty AddressList and additionally added 3 sub-addresslists to this container.

I just refreshed my outlook client locally on my MacBook but when I open address book, it doesn't show me the lists I created.

Do I have to setup GALs? or should be new-addresslist enough?

    [Note] This answer was summarized from the original thread on TechNet platform.

    It is an expected behavior for Exchange online address list, you need to modify one of mail attributes for those mailboxes. Then wait for a while, those modified mailboxes will show in the address list.

    If those mailboxes still not show in this new created address list, you could open a service request to let Microsoft check from backend.
