Azure DevOps dev environment

Is there a way to clone the production environment so we can setup tests before posting them to our production DevOps system? This is what they want to do in a cloned system before they try in production:

Just wanted to see if we could turn on a rule that before a story could move from "new" to "in-progress" that the release date field was populated.

Any help would be great!
