I'm running into the aforementioned error 0x800700b7 whenever I try and install any program through the windows store or the xbox app - I'm specifically trying to install games that are available through the PC gamepass. I'm checking my event log when I receive the error, and the only item that gives me a lead on the issue is the following entry:

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID

    Hi there,

You should periodically clear the cache to allow your browser to function more efficiently.

-Press "Windows+R" key on the keyboard to open Run window.
-In the Run window type "wsreset.exe" and then click ok it will clear all the cache in Windows store.

Temporarily disable antivirus software or any security software installed on your computer and try updating the apps.

Perform a clean boot to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts. Follow these steps given in the link below to start the computer in clean boot.

Restart the PC after this and try getting the apps from the store
