Can I control concurrent access to a file (by DRM/IRM) in SharePoint?

Question

I haven't been able to identify if IRM (Microsoft) or any 3rd party add-on that allow me to control concurrent access to a file (PDF) within SharePoint Online. My target is to limit concurrent access and any additional access will have to wait until someone finishes (releases) reading the file. Of course it would be nice to have 1) time limit control so someone holding on to the file will be kicked after xx hours and 2) we can alert current readers that there are others queuing to read the file.

Use the checkout functionality (https://support.microsoft.com/en-us/office/check-out-or-check-in-files-in-a-document-library-acce24cd-ab39-4fcf-9c4d-1ce3050dc602) or build you custom workflow for this.

Per my knowledge, there are no options including IRM to control concurrent access to a file.
