System Restore and Windows Update Error Windows 10

I recently had an update it did not happen properly as I by mistake turned off my laptop while the update was going on. Since then I was having issues like everytime I would restart my system would try to complete that update however it couldn't and everytime ended with sorry we couldn't update your laptop, Undoing changes. However I had done this thing earlier also and it had no such issues until now. I struggled a few days trying to successfully complete the update by deleting the "C:\Windows\SoftwareDistribution" folder content and allowing windows to again install the update. I also did try other ways of uninstalling the update before doing this but they all did not work even the advanced troubleshooter, control pannel. I thought system restore would get fixed with the update. Now finally my laptop is updated however windows does not recognize this update it keeps saying that it has been installed in the update history but Windows just keeps on installing that update saying your device is missing important security and quality fixes. This update was "Culmulative Update for Windows 10 Version 20H2 for x64 based Systems(KB5007186)" the most recent windows 10 update. Everytime I restart it would update my laptop and still say your laptop is missing on important security and quality fixes. It still is on this thing of trying to add an update that has already been done according to the update history. I don't know if that's a feature or it takes that much updates to complete that one single update. But yeah now coming back to the first problem SystemRestore Error I will add an image of the error with this question but while I was trying to find some solutions online I got to one solution that bought my attention to another big thing the folder c:\Windows\System32 I saw that there is a folder in here with name SystemRestore but I did not have it. Once I also ran the DISM however I don't remeber what its output was but I do remeber that it said something like a file was missing please provide its location. Please Help. I just noticed that after windows update completed installing it did nothing but kept on saying Your laptop is missing important security and quality fixes. 150605-systemrestore-error.png

    When Windows performs updates it may display that an update was successful.
    In reality the update may have failed.
    Sometimes when using Windows 10 and attempting updates it may display that the computer cannot run Windows 10.
    An easy method to see that the update had failed is seeing either or both multiple successful updates and /or multiple attempts to update the same KB#.
    So you cannot rely on the Windows update displayed information.

    When Windows update is interrupted it can create corruption in the registry.

    System restore is often unavailable or unreliable.

    Going forward the best method to protect an installation is to make free or pay back up images with third party software:
    Acronis, Aoemi, EaseUS, Macrium, Paragon, etc.

    For the problematic Windows please perform the following steps:

    1) Find a flash drive that you can format (> or = 8 GB)

    2) Create a bootable Windows 10 iso: 21H2

    3) Open administrative command prompt and type or copy and paste:

    dism /online /cleanup-image /scanhealth
    dism /online /cleanup-image /restorehealth
    sfc /scannow
    chkdsk /scan

    After viewing the commands with results please post images or share links into this thread using one drive, drop box, or google drive.

    4) Uninstall any of these non-Microsoft software:
    a) antivirus
    b) firewall
    c) drive encryption

    5) Place the computer into clean boot:

    6) Perform an in place upgrade repair while in clean boot.
