Unable to open Excel desktop application from Chrome and Edge

Hello! We have a user in our Office 365 enviornment which has been struggling to open Excel documents in Chrome and Edge, however it still works in Internet Explorer. The following solutions have been tried:

Resetting Chrome settings & permissions.
Office repair tool.
Manual office reinstallation.
NPAPI replacement plugin (Chrome).
Logging in and out of Office accounts.

I want to confirm more information with you:

1. Do you mean you are unable to open excel files in app from SharePoint online document library or onedrive web?
   
2. Do all users in your organization occur the same issue?
3. Can you open other types of files, such as word or power point?
4. Clear the brower cache of Chrome and edge to compare the result, and switch to different devices to check the result.
5. In addition, try to open the excel file in office online first, and then select Open in desktop app from the web editor to open the file in a rich client application.
