Unable to register third-party authenticator app

I'm trying to add another method to Azure AD MFA for an account, and the link that allows me to register an authenticator app other than Microsoft Authenticator is missing. The environment has Microsoft 365 Business Premium licensing, which includes AAD Premium P1. Third-party authenticator apps should be allowed. But the "I want to use a different authenticator app" is missing.     Following up with the solution - the "verification code from mobile app or hardware token" option was not enabled in this tenant on this page:
    https://account.activedirectory.windowsazure.com/UserManagement/MfaSettings.aspx

    Thank you for your post and screenshot!

    After following our Set up the Microsoft Authenticator app as your verification method documentation, I wasn't able to replicate your issue. When it comes to the option of I want to use a different authenticator app has this ever been visible? If it has, did your organization change anything to disable this feature?

    Hi there, I realize this is an older question, but I'm currently having the same issue. It seems like my admin users get the option, but not my "regular" users. As I've moved completely to the modern authentication method, the settings on the page listed are all now unchecked for me. If anyone has any ideas they would be greatly appreciated! Thanks.
