I need to customize security properties to auto-access SharePoint logon. Custom level is greyed out. How to access to change?

Hi there,

Did you have some policy applied for security zone? check policy under Computer Configuration, Administrative Templates, Windows Components, and open Internet Explorer, in the right pane of Internet Explorer, double click/tap on Security Zones: Do not allow users to change policies, check if it has been enabled, it might be enabled by system admin or domain admin.

I have tried all suggestions to no avail. However, This particular system was migrated from Windows 10 Home to Wndows10 Pro with a key; then to Windows 11 Pro (Domain client with administrator privileges) Could that be a reason.

I have another Windows 11 Pro system and it can "custom" level security properties. Below are 2 screen shots of the 2 Windows 11 Pro systems, one good & one greyed out. What do I do to customize this system? Why different properties shown?
