A QR code with an invalid format has been published

Question

I think the QR code for Android on the page below is in an invalid format.
Why is such a QR code placed?

There are some cells that do not have an aspect ratio of 1:1 ,
and some that have an aspect ratio of 1:1 but are smaller in size than other cells.
That are violated the QR code formats.

So, my device had very hard to read the code.
Can someone fix it?
