Outlook mobile sign-in loop on Samsung

I have a user who is having trouble signing in to the Outlook mobile app on his Samsung phone.

Authenticator is setup correctly. I can see his phone under his devices in Azure active directory. I've uninstalled/reinstalled both apps and re-registered Authenticator. He is able to sign in on his computer and approve the notification in Authenticator.

While signing in the phone goes to Authenticator for approval then goes back to the Outlook app where it asks for his password again. This loop happens with SMS to authenticate as well. App lock is enabled. Location permission is enabled. Notifications are enabled.

Android OS 11

Both Outlook and Authenticator are up to date.

Any ideas?

    With every Microsoft product there is a login loop (with or without authenticator) on android.

    From Minecraft to Outlook, even to this website, anytime you try to log in on Android it sends you into a login loop that never gives you an error.

    Every support page tells you different information, there seems to be no coherent response from microsoft.
