Your train of thoughts for troubleshooting are in the right place.
In this case, I would recommend to return the GPU drivers to latest from the manufacturer site. (since it didn't made a difference to roll back previous versions) then Run a Windows 10 repair:
After that, reinstall DirectX10, 11, and 12 in succession to ensure all libraries are correct: you can find the downlaods here.

Then disable any customized or overclocking settings for the GPU from BIOS. Sometimes a slight change in voltage, frequency etc... may cause this errors. In some cases motherboards have some Performance or Turbo settings that may automatically change this parameters. I would recommend you to open a post in your motherboard's manufacturer forums, in order to get instructions how to set it to default settings or "flat" settings.
Don't forget to also have installed Windows latest updates.
Last but not least, there is always the chance that something may be wrong with the GPU, for which you can open a post on the manufacturer's forums in order to get instructions from their community on how to test it, etc... Maybe trying the GPU in a different computer?
