FPS drops when I move my mouse in any game

Question

        Hi there, I came here hoping to get an answer from you guys because whenever I move my mouse in any game my FPS drops like crazy. I tried everything I know of to fix it but nothing. I turned off the overlay thing in Discord and in GeForce Experience. I tried different mouses. I checked for malware and nothing. This starting happening a month ago and I got my PC a year ago. I even upgraded from a 1660 GPU to a 3070 thinking it would work but nothing, its still the same. It would be greatly appreciated for some help
