Unauthorized Remote Access and Control of my Windows 10 OS

I have an ongoing problem with someone remotely deploying deploys to my Windows 10 Computers without access or authorization to do so. This is an ongoing problem. This issue is also pending in arbitration between myself and Microsoft Corp, ADA Case# 01-20-0007-3108.

I want to uninstall Microsoft identity platform (v2.0) and Microsoft identity platform (v2.0)
endpoints from my computers, as well as disable IPC$ Share. I also want to uninstall .devicedns.live.com from Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\IdentityCRL.

In the shared folders of my local computer which is not part of a network or organization, are three shared files: ADMIN$, C$, and IPC$.
The folders could be removed from the shared folders by right clicking "stop sharing".
All of the files except IPC$ Share, which cannot be removed from the shared folders.

Due to the existence of the ADMIN$ folder being shared, i know the Admin folder is on Remote Admin which means that my computers have other Admins of the computer that has full access and permission to manage and delete the files on my computer(s). There should be no other Admins, however each time i do a clean install, again multiple times a week, all of these same unauthorized shares get re-installed.

I also cannot just disable DCOM via component services in admin tools. If i disable DCOM, my computer will not boot. This is now two separate instances of a variable gaining remote access to my computer, that i should, according to everyone and everything online, i should be able to disable via common means. I should be able to disable DCOM and i should be able to disable IPC$ Share.

Also, the Firewall Notifications when Firewall blocks a program are disabled and greyed out on my computer. I cannot change this setting. After doing research where this happened to someone else, the Technet forum advised that person do a clean install. I do a clean install multiple times a week and still cannot fix this, no matter what i do.

I would appreciate someone from Microsoft helping me with these issues.

    Thank you for coming Microsoft Q&A forum.

    I noticed you said this issue is pending in arbitration between you and Microsoft Corp. So I would not recommend to make any configuration or changes on your existing system as it will be a favorable evidence to describe this issue.

    If you want to continue using your computer for work or life, I recommend to build a Hyper-V, it will help you to create new Windows environment to work. (Windows 10 Home not support Hyper-v feature, you should have Windows 10 Professional ,Education or Enterprise). If you are using Windows 10 Home, we could buy Windows 10 Home to Pro product key or we could use Vmware to build a virtual machine.
