Show SP List gallery tile view as clickable buttons

is it possible to have my list webpart - and create a gallery view that will have clickable buttons and redirect to external pages, and at the same time, has the ability to have dynamic filtering.

The requirement you raised is related to several different web parts in modern experience. Currently there is no OOB way to merge different web parts into one.
