    Are you asking if cm can track sw when the cm client isn't installed? No it can't do that, the cm client is required.

    Thank you for posting in Microsoft Q&A forum.

    I think SCCM can meter software on computers that doesn't have the software installed, I have created a software metering rule to meter the usage of cmtrace.exe, the cmtrace.exe is not need to install, and the metering worked successfully.
