Which KB you installed? For Windows Server 2016 or Windows 10? There doesn't exist similar issue so fat.
If convenient, I would suggest you try to uninstall this KB, then check whether is this phenomenon related with this KB.
couple of users reported that the ECP is not loading correctly
I also want to confirm with you that what is the phenomenon for those user? Do you mean that they can login ECP, but the layout of the website is incorrect? If so, I would suggest you login ECP on Exchange server directly, check whether this phenomenon related with Browser configuration or network.
