I am receiveing quite often this error log:

(Process w3wp.exe, PID 13172) Connection leak detected for key noa.local/Users/Administrator in Microsoft.Exchange.Configuration.Authorization.WSManBudgetManager class. Leaked Value 1.

generatd on Exchange 2013 CU19
Build Number: 15.00.1365.001

No other information available in Event log.

I have also noted that quite frequently Activesync clients are disconnected in mass and cannot reconnect for a while.

    According to your error message , I recommend you run the following command to check which probe is unhealthy:

    1.Test-ServerHealth
    2.Get-HealthReport
