Azure DevOps agent self-hosted and Visual Studio Build Tools license

In our company we set up the server with Azure Devops self-hosted agent. To make possible execution our tests directly from Azure DevOps we need Visual Studio Build tools on that server installed.
The question is - do we need to buy additional license for Visual Studio Build tools and install somehow (we have only technical user even without assigned e-mail) on that server or we don't need license for that?

Please help.
