As far as I know, there is no official recommended tool for managing attachments at this time.
From the Outlook client, it provides a search function, so you can use this function to filter items with attachments, and then manage attachments.
It is recommended to refer to the following steps:
(1)Click the Search box to trigger the Search Tools.

(2)Click Has Attachments, all the messages that include attached files is displayed.
You can also change your search scope to All Mailboxes, Current Mailboxes, Current Folder, Subfolders, or All Outlook Items.
