Does a user who holds a Visual Studio with MSDN license require a SQL CAL as well?

My firm run SQL Server Standard and Enterprise editions. We use the 'Server+CAL' license model.
We have 11 staff who hold Visual Studio with MSDN licenses. Do I need to cover these 11 people with SQL CALs? Currently we do, but is this necessary?

The question is not about MSDN licenses it is about SQL CALs.
