From your description, does the issue occur after installing Outlook2019?
Have you tried using Ctrl + Z instead of the Undo button?
All the undo operations failed or only undo delete failed?
According to my search, there are several reasons for the issue, and you can try the following troubleshooting:
- Try removing the undo button from Quick Access Bar and then re-add it.
(1)Right-click the undo button and select Remove from Quick Access Toolbar
(2)Re-add Undo again.
- Verify if the issue is related to any third-party add-ins, please try starting Outlook in safe mode and test it again.
(1)Close Outlook
(2)Choose Start>Run
(3)In the Open box, type outlook.exe /safe
If the issue continues, you may try to Repair Office from the Control Panel and see if it works.
