Why does the Visual Studio Installer think something isn't installed?

I just brought my Visual Studio installs up to date on my laptop, using the Visual Studio Installer. When it was near finishing bringing VS 2019 up to date, it raised this error:

The thing is I don't understand why this would come up. It's my understanding that when I install workspaces using the Visual Studio Installer, that it then will always update what I've selected. So, why is it showing me this?

    Do you have other versions of VS installed in your computer? Please try to repair your VS in VS installer > More > Repair and check if the error disappears.

    If it doesn’t work, in order for us to investigate it further, please download and run this collect.exe tool, go to %temp% folder and find the vslogs.zip file, upload it to https://onedrive.live.com/ and share the link here.
