You will need to contact PayPal. Easiest way is via the chat from the Contact Us link on their webpage. You'll get an agent who will ask a few questions to verify that it's your account and they can turn off the 2FA.

I recently had the Microsoft authenticator app on my phone with my Microsoft account linked, I also had a PayPal account linked to the authenticator in order to sign on. I lost my phone. I installed the app onto another device but I can't log in to PayPal anymore. How do I get the codes to come to the authenticator on the new device?
