Installing ADMT database with admtdb.exe

Hello,
I've installed Windows Server 2016 (ADMT) and Windows Server 2019 (SQL) member servers. I'm trying to setup ADMT server and I want to use Full SQL database (not Express).
On SQL server, I've installed SQL Server 2019 Enterprise edition and created a new default instance MSSQLSERVER
On SQL server, I've allowed inbound TCP 1433 and UDP 1434 connections from Windows Firewall.
On ADMT server, I try to create new ADMT database using command
admtdb create /server:SQL\MSSQLSERVER
but it fails with error "Unable to access database instance 'SQL\MSSQLSERVER'. Make sure such an instance exists.
Has anyone succeeded creating new database for ADMT on SQL server. What I'm missing here?
