O365 migration from global to china

Question

As security & regulatory requirements, we need to migrate O365 from global to china .

I have a tenant on o365 global , and assigned domain "domain.com".

Now , i had created an tenant on o365 china , removed domain "domain.com" from o365 global , created domain "domain.com" on o365 china (21Vianet) .

Health check status is OK.

I succeed created user on o365 china (21Vianet) , web-login worked , but failed "join this device to Azure Active Dirctory".

Error Alert :
This username may be incorrect. Make sure you typed it correctly. Otherwise, contact your admin or select 'Back' to set up Windows with your Microsoft account.

Appreciate any suggestion.
