Do the scratch keys (OnlineBackup.KEK) change or expire at any time on the MABS server for "online" RSV Backups? What events would actually drive a change for OnlineBackup.KEK file?

    I don't think so it will expire. If you have downloaded Recovery services vault key and re-registered again the server. See the screenshot below.
