SharePoint 2019 - SharePoint 2013 workflow stopped sending email to specific user

Hello Experts,

I've a SharePoint 2019 farm running with Workflow Manager and have an issue with 2013 Workflow, one of the user (ex UserA) stopped receiving emails from workflow.
I've tried adding my account in the same SP group and I'm receiving all the emails but UserA didn't.

I've deleted his UPA profile and then ran the sync to recreate it, but no luck.
ULS log show sent successfully

Succeeded on attempt 1 to send mail to recipients: "Brijendra" <Brijendra@jaswant .com>, "UserA" <usera@jaswant .com>. Mail Subject: Workflow Email Testing.

UserA is receiving group invitation email but not workflow email.

Is it a SharePoint issue? How can I resolve it? Any help would be much appreciated.

    @Brijendra Gautam ,

    1.Please add the actions "log to history" before and after action "send mail" to check if the send mail action is performed.
    2.Please check if the alert email works well when you create a list/library alert to User A.
    3.Use Telnet to test SMTP and Exchange outside of SharePoint, If this works, the issue is on the SharePoint side, or between SharePoint and the SMTP relay, if not, you likely have an Exchange problem.

    • Install “Telnet Client” (as a feature through Server Manager) on the SMTP Server.
    • Open Command prompt and type in the following. Note: You will need to change "dc.contoso.com " to your Exchange server, and the two email addresses to ones appropriate for the customer.
      telnet dc.contoso.com  25

      Mail [ from:administrator[@](/users/na/?userId=a28c79c1-c609-48db-b55f-1783d1187afb).com]

    In addition, you can also check whether user A has set some specific rules so that workflow emails are sent to the junk email list.

    Thanks JulieWang, yes the issue is resolved, it turn out to be user's mailbox issue. He accidently added the SharePoint email into blocked list.
