Want to move from an on-premise infrastructure to Azure Cloud

Currently have two Hyper V servers the first being a Domain Controller and the second server running a SQL database for a software that is used by the end clients. The servers run Windows Server 2019 Standard operating system. There are also 9x Desktop Computers that are joined to the domain.

We would like to move all the above (2x Servers and 9x Desktop) into a cloud environment maintaining their domain name. What would be the best approach for this scenario?

-Would we need to purchase new Windows licenses.
-Could the end users Office 365 Business Standard license be used to install office on the virtual desktops
-Could Windows 365 be used in this scenario

    If you want to migrate your Windows 2019 domain controllers in the cloud, you could deploy domain controllers in Azure Virtual Machines and replicate the on-premises via VPN.
    Hybrid setup lets you bring your existing on-premises Windows Server and SQL Server licenses with active Software Assurance or subscriptions to Azure

    You also will have 180 days of concurrent use rights of SQL licenses, while migrating servers.

    You can purchase Office 365 licenses for the clients, if you don't have these available yet
