Morning, I am seeing this same issue in 2019 UR3. My initial install was 2019 RTM, updated to UR3 after this was successfully installed. I had not had any issue for weeks and then this began a few days ago.
I used the new .exe to do the UR3 update per the article Kevin Holman authored for the UR3 update.
Stuck as to what to do next? Reinstall UR3, re-run the database updates manually?
Thanks in advance for your assistance and time!
Tony

Adding the account to the group in AD seems to have fixed the issue, for now. This must be unique to SCOM 2019, as I have not had to do this before.

    Thanks,
    Tony

A few things have changed since SCOM 2019 - related to rights needed mostly.
Once you get passed that, it will all be OK again.
Same goes for example for adding the SCOm Admins group you are a member of to the logon as a service right for your scom management servers.
