PDF Won't Open/ Isn't visible to visitors on SharePoint Document Libray

Hi, I have a PDF file that I have uploaded into the default SharePoint Document Library. I'm the only owner of the site that this PDF file is in. Everyone else that's in the site has "Visitor" permissions via a distrubition list. I checked the permission of who can check the file, and it says that people with "Visitor" rights has access to "Read Only". Yet, nobody can see this file or have access to open it. I even share the link of the file and make sure that it says that whoever has the link has access to it. And the file still won't open. Is there something I've done wrong?

    I noticed that you provide read permission via a distrubition list, so are they in the "Visitor" group or are they just provided permission in the distrubition list?

    You could check the permission for the PDF file only by Manage access > Advanced > check permissions, because the library or document may have stopped inheriting permissions.
