Deleted Folder Keep Coming Back

After I delete the folder, Suprisingly when I try to open other folder the folder that I've deleted, keep pops up again
It happens only when I try to open my folder from Visual Studio19.
I've tried to delete it as the guideline written by changing the options from the security tab,
but it still doesn't work.

Is there any other way I can delete this folder permanently?
