I am using Office 2019 in our school and I am currently setting up some standalone Windows 10 exam laptops with Office 2019. I need to be able to guarantee proofing tools (Spell check/grammar) will not work and will not be able to be turned on by the user. Does anyone know what code I can add to the config xml for Office 2019 to prevent the installation of proofing tools?
This would save the hassle of trying to lock down the options menu from within the office applications. (Which I am pretty sure you cannot do)
Any help on the matter would be much appreciated.

Could you please share us more information about "standalone"? Can thses computers use Group Policy?
Here is a similar thread, you could have look, "disable proofing, spell checker, using GPO".
Based on my tests, if you install the English for Office via <Language ID="en-us" /> under Product ID of Office 2019, and you want to remove English proofing language which is one of proof tools included in English language package, your requirement is unable to be achieved.
Under this casce, you could only remove the whole English language package instead of proofing tools included in this language pack.
But if in addition to English, you also install a proofing language that is not included in English language package via adding <Product ID="ProofingTools">, such as Chinese proofing tool, this proofing tool could be removed via Remove element, because it is not integrated in your English language pack.

My term 'Standalone' being a pc/laptop completely cut off from any network with all network hardware disabled, so does not have access to a Domain controller to use Group Policy.
I have tried actioning the Local group policy however the Administrative template (ADMX) for Office is not there and I cannot see a way of inputting them manually.
I find it quite concerning that a simple task, like disabling proofing tools, is very hard to achieve in the newest office package.
In Office 2016 when installing using the setup.exe file you can simply tell it not to install proofing tools and that's it, done. In Office 2019s new 'Click-to-run' Experience it is not (easily) achievable.
I have tried deleting the msproof.dll and it just re-adds it upon loading the office application. I have also tried deleting the Office Setup files from C:\Program Files (x86)\Common Files\Microsoft Shared\OFFICE16\Office Setup Controller. But it still re-adds everything upon next startup.
I cannot seem to find a solution to this, from what I believe is a simple request from the software package.

For MSI versions of Office, we could modify the Office language from Contrl Panel, but there is no such options for Click-to-Run versions of Office.
According to my test results, we cannot achieve your needs through the installation package. The proofing language is integrated into the installed language you add.
If the Windows OS and Office support Group Policy, I would suggest you copy the Administrative templates from USB Disk to your computers.

If you could not install Administrative template (ADMX) file, you could use registry key instead.
Enter the Control IDs that shared in "disable proofing, spell checker, using GPO" in following registry.
Path HKEY_CURRENT_USER\software\policies\microsoft\office\16.0\word\disabledcmdbaritemslist
Value TCID{number}
Value Type REG_SZ
