When we submit our driver to windows update on https://partner.microsoft.com/ , there is an error:
Rejection Theme: Measure Failure Rejection Reason: Systemic Measure Failure Provide Measure ID(s): 26387215 VSO bugId: 37204158: Bug ID(s) and Partner ID(s): Link to documentation: Link to reliability report (if applicable): Details: [DriverAutoPilot][Rid84]: APP_FT_LaunchApproval_Activity: Driver Shiproom as Feature Team Result: REJECTED. REASON: Measure ID 26387215 failed launch thresholds with Status:'fail' & Value: 91.2095640225035 & Ship Target: 95 & Instance Count: 7110 which is greater than 250. Measure ID 26387262 satisfies launch thresholds with Status:'pass' & Value: 3.16455703347398.
and select Test Flight performance see error:

Since not all computer have that problem so we will difficult to reproduce and fix bug.
how can we pass the check and pass to upload our driver to Microsoft update?
