We have an on prem shared mailbox on Exchange Server 2016 CU19. All users have full access but 2 users in finance get the "The set of folders cannot be opened. The attempt to log on to Microsoft Exchange has failed" while 3 users that are in admin group have no issues. I have checked permissions on the shared mailbox via powershell and there is no difference between the users. I gave the user local admin rights to workstation no help.

I tried all the usual suspects, New profile, disbale add-ins, deleted and re-installed outlook which is 32 bit, add/remove users via powershell. No fix. Any help would be greatly appreciated. Thank you.

I would suggest checking via OWA first to see if the archive mailbox can be accessed. If OWA works fine, please try recreating the Outlook profile and see if it works for you.
