Registered for the Hardware Program but Cannot Submit Hardware

Question

I followed the instructions from this documentation: https://learn.microsoft.com/en-us/windows-hardware/drivers/dashboard/register-for-the-hardware-program.
I was able to upload the signed file and get to the New hardware submission page. I then closed my window.

However, the next day, I was prompted to re-submit my code signing certificate. When doing so, I get the following error:

Thus, I am unable to get to the New hardware submission page to actually submit my hardware. What should I do?
