Apple Business Manager for company app

Is it compulsory to distribute app thru Apple business manager account for company/organization app? My app got rejected by App Store Connect just because my app focusing on internal user of an organization, they said. My target users is just less than 100, so we think it is fine to distribute publicly, and we do not have much time to spend on all of the required things to register to that account for now. Appreciate any sharing here.

You could try to add the UDID of user's devices in https://developer.apple.com/account/resources/devices/list, and use TestFlight to download your app temporarily, the version on TestFlight will expire in 90 days. But I'm not sure how to define this app is used internally. Does your app use the intranet connection? Or the test account you provided in App Store Connect cannot be used for review and testing?

Our app can use any public connection, and the test account we provided in App Store Connect for review can be used for login for them to test our app.
May I know how to get the UDID of the user's device? Is it required 3rd party app to get the UDID? -

You could find the device UDID by Xcode:
Connect your device with your Mac( trust the Mac first), openXcode, under Window->Device and Simulators, select your device under Devices, theIdentifieris device UDID.
If you want to archive a new ipa to upload, the distribution profile should contain these devices.
